The Intel Xeon processor I have is WAY faster than the old Intel Core 2 Duo's (my newer 1.3GHz i5 MacBook air is WAY faster than my 2.53 Intel Duo ever was!. PCSX2 says recommended is "Intel Core 2 Duo 3.2 GHz or better OR i3/i5/i7 2,8 GHz or better". I'll go through my 15 games or so and write which ones work decently and which don't. You're right, it's ALWAYS at 100% (even saw it somehow jump to 104% on occasion I think.).
