I wish I could install Windows on my 2013 Mac Pro work computer (3.7 quad Xeon E5, 10mb 元, AMD FirePro D300 2gb) to see if this was a Mac running Bootcamp problem or what (I have a feeling it may be - especially with the crappy video drivers they sometimes use).

I tried this on my Mac Mini 2012: 2.3 GHz quad-core i7, 6mb 元, Intel Graphics 4000 1.5gb, 16GB DDR3 ram, 240gb SSD.and it was even worse than the Xeon Mac Pro. I know it doesn't stack up to the new i5 or i7's though. The Intel Xeon processor I have is WAY faster than the old Intel Core 2 Duo's (my newer 1.3GHz i5 MacBook air is WAY faster than my 2.53 Intel Duo ever was!. PCSX2 says recommended is "Intel Core 2 Duo 3.2 GHz or better OR i3/i5/i7 2,8 GHz or better". I'll go through my 15 games or so and write which ones work decently and which don't. You're right, it's ALWAYS at 100% (even saw it somehow jump to 104% on occasion I think.).
